New fertilizer rule?

I've been stuck in Alabama for 2 days now after hauling a load of fertilizer up from Florida. .supposedly as of June 1st you can't haul food grade products after fertilizer. .even with a washout..can't even haul cotten seed..which is all there is around here right now. .Anybody know more about this? .I've looked on the internet but can't find any new regulations. .Im Stuck !
