An epa tarp has 2 holes big enough for a spout to fit in covered by a flap with a clip. It allows you to load with the tarp closed. I'm not sure what products they need them for usually a Dusty product that the y don't want the dust getting out of the trailer on for some reason or another. I don't much about them either other than the holes in the tarp are usually never where they need to be and they leak. At least that's how it was explained to me when I asked what an epa tarp was.

I have never had my EPA openings to leak. It is normally used for baking soda.
